Dating advice/tip(s) for a complete beginner

So I(27M) am a late bloomer, was never the most confident person, insecure about looks. Like everyone in their 20s, I too wished to date girls, form a relationship, etc etc but I knew I wasn't mentally there, wanted a strong career, passion for the future. I've been taking advantage of the lockdown and embarked on a personal development, self-love, self-discovery journey for about a year and will continue for the rest of my life. I have started to become more confident, positive, generally happy and content with my life.

I still have a goal of getting in a relationship, married (not into hookup culture, call me old school lol) and starting my family one day in the future. I still have a few personality work that requires further improvement. I am average looking, so won't be using OLD to meet women. I will wait till the world is somewhat back to normal, I'm in no rush at the moment.

What are some good social hobbies to meet people (women); with the intent of learning the craft, of course...rest is just a bonus. What about a person's personality that makes it attractive to women? Is it a turn off women if a guy is inexperienced with relationships in his late 20s? How late is too late to get started with dating in general, I know not being in a relationship isn't the end-all, I will still continue on with my mission in life.
