The three S's:
1) Something that is obviously attractive and something they have worked on consciously. Most probably something they are very confident of and secure about. Something they want people to notice. It could be their clothes or the way they wear their hair. Gives them validation and builds trust.
.
2) Something that is not obvious. Maybe even they haven't paid much attention to it. The more minor the detail the better. It could be a small piece of jewelry or their eyeliner. Shows you are attentive to detail and actually interested.
.
3) Something they might be insecure about. It should be something that is not outrageous in a way that you are obviously lying. Don't compliment their clothes if they fell into a puddle (although it could be a cute thing). But do something like compliment their crooked smile or uneven eyes.
