I (30F) want to ask someone out...but I'm a female and I've never been so direct with a guy. Is it such a big deal now for women to pursue?

I've never been really opposed to the idea of a woman pursuing a man (or what we typically think of "pursuit" in seeking a serious, romantic relationship.) But I don't really know how to put it into action - or I suppose maybe the fear of rejection or being seen as "too pushy" is the reason behind this post. Blame it on culture I guess. All of my friends - male and female - say a variant of this: "If a guy is interested in you, it's his job to win you. You need to be chased. A guy would be made to feel weak if you pulled the weight in the beginning."

So...if that's the case...What's the smoothest way of asking a guy out or telling him you're interested in forming a relationship without making him feel like he didn't get a moment to shine and make the first move?
