Is this worth pursuing?

I met this guy on a dating app and I was clear on the fact that I'm looking for a relationship. We wrote almost daily between the dates and both dates were great IMO, however, he told me he would be going on 2 different vacations 2 weeks from then. After the second date we still were texting and I was expecting him to ask me on a third date the next weekend but since he didn't ask I asked him if he still wanted to meet before going away and he offered me 2 dates when he was still free (he is way busier than I am with his studies and work), the first one which he then retracted because of poor planning and when I offered the second option a couple of days later he had already scheduled something there...clearly I felt like he wasn't very keen on seeing me. Now ever since then, through his first vacation, we haven't been texting at all so in my mind I thought he might have lost interest. On my birthday he wrote me a long text congratulating me and saying he was looking forward to seeing me after his second trip (keep in mind, he was back in town, for a whole week before leaving again at the time of the text)...this has me confused. I'm guessing he is keeping me on the back burner and I'm just not sure how to deal with this situation. What would you do in my situation? We haven't been intimate or anything like that at all (like we haven't even kissed), and I don't expect being exclusive or anything like that but I don't like the inconsistency in his way of texting and therefore treating me.
