Should I let things go?

For reference were both in our early 20s. I started a new job a few months back and met this girl. We immediately had great chemistry and it was obvious she liked me so I asked her out. We text for 4 days until date day and she lets me know she has to cancel because she needs to watch her niece. No problem, we reschedule for next week and keep texting. Things start heating up and we start texting a lot. She tells me things like she wishes she was here cuddling with me. Date day comes again and she has to cancel. We don't reschedule for a specific day but keep talking. I bring up hanging out one more time and she says she can't. At this point we've been texting for 2 and a half weeks and shes about to go on an 8 day vacation. We text the entire time she is on vacation and things pick up even more. She sends a few provocative photos and at one point says she was thinking about me while doing something inappropriate among other things. She says when she gets back we'll hang out and all this other stuff.

She gets back home and I give her a few days to settle in before I bring up hanging out to which she replies with more excuses for why she can't. At this point we've been talking for almost 4 weeks so I basically let her know texting isn't enough for me anymore and call her out for making so many excuses. She says she thought she was ready for another relationship but she isn't and shes scared of the past repeating itself. She explains her previous relationship wasn't very good. She also says she didn't want to say anything because she didn't want things to change between us. She asks me if we can still text to which I respond by saying no, that it would be to confusing for me because I see her as more than a friend now. She responds and says she understands.

A week and a half goes by and she shoots me a text about work, we chat for an hour and the conversation kind of just naturally ends. The initial text wasn't about anything important and definitely seemed like an excuse to talk. A few days later I decide to get her a Birthday card and leave it for her at work. I write it in that I miss talking. She finds it and sends me a text thanking me for what I wrote. We text a little bit and it's going well so I make a joke about how I got her a card, so are we gonna do this thing or not, go to Vegas, get married and gamble our life savings away. She reads it and waits almost 2 days to respond, she says sorry I never replied and joked about how I dream big. I was pretty upset that she ignored me initially so I decided not to respond and just let things end. I felt like I should try one more time so 3 Days later I decide to send her a text and invite her to the fair. She reads it and never replies. This was about 2 weeks ago.

Since then sometimes she is normal with me at work. Usually she doesn't make eye contact with me and looks at the ground when walking by. When I say Hello or have a good night (Which I say to everyone when they come in or I leave) I get the same response back quickly in a quiet almost seemingly sad tone. Last week when she came in I tried joking around with her a little and it ended up leading to her mentioning she had just gone to eat alone at a restaurant before work and how she goes out to eat alone all the time. When I asked her where at she mentioned the place we were going to go to when I first asked her out. I responded by saying that it sounded really familiar then said oh thats where we were suppose to go. She said yeah I know, and almost seemed annoyed. Not sure what to make of that one.

I still care about this girl, she's on my mind a lot, I'm not sure if I should let things go or not.
