Do people usually make out without it leading to more?

Back in HS, people I knew told me they would make out for hours and that was it for the most part. I’ve heard of adults my age say they go on a date and make out for the rest of the night…i just find that hard to believe I don't know. Making out is like a gateway, always leads to more 🤷‍♀️
