Guy (23) has refused to meet me during lockdown because we can only meet outside. He says we should wait until it ends and I can come over

I (23f) know it sounds bad. I’ve just reread it in my head. To be clear he doesn’t want to text at all either. We’ve been on two dates and he was lovely on both of them. I assume he’s going to text when lock down ends because he said he would. Am I an absolute idiot to allow this?? I’m not looking for something casual.
