When is it too soon to leave items at someone's house?

I (23F) suggested leaving my washbag at his (24M) today and he freaked out. We have been seeing each other for nearly three weeks but we are already exclusive and have talked about our futures. I'm soo confused as I thought this wouldn't be too forward to suggest as I have stayed round before? Any advice would be great please 😅
